Items from the Public not on the Agenda

Librarian Emily Popovich reported there were two Library Board openings. Those interested in serving on the Board should contact her or the mayor. Popovich also reported the plastering project has been completed and she passed around before and after pictures. The work was accomplished by local contractors, under budget, and the contractors were also able to fix the carport.

Ordinance No. 1809 (Revised): Comp Plan Adoption Procedures Etc.

City Clerk Gilleland provided background information regarding the proposed ordinance and explained the process for adoption. This was the draft ordinance regarding planning issues that council referred to the Planning Commission for review. The Ordinance is before Council for first reading. A public hearing is scheduled for the next council meeting. Council accepted Ordinance No. 1809, as revised, for first reading.

Chief Spoor requested council’s permission to purchase a used patrol car for his use as an administration vehicle. His current vehicle would be rotated into patrol and the department could then surplus one of the 2006 Impalas and the old Crown Vic out of service. The Impalas are starting to have transmission problems. Council approved the request to surplus two vehicles and to purchase a used patrol vehicle for an amount up to $15,000 from the Capital Improvement Fund.

Public Works Director M. Dean Parsons reported he has received final approvals for the Water Treatment Plant project bid and requested council to formally award the bid as recommended by the engineers. Council awarded the construction bid for the Water Treatment Plant Improvements to Award Construction Inc., for the bid amount of $1,302.522.

Public Works Director Parsons announced the hiring of Todd Stephens and Jess Smith as sewer operators and David Frasier as sanitation truck driver.

City Clerk Gilleland called council’s attention to the letter from Carol Morris, Morris Law, regarding provision of land use attorney services. Gilleland stated that she had requested this information from Morris because of the recent land-use issues.

Mayor’s Report

Mayor Jungar announced that Raymond Theatre Director Rebecca Watson would be leaving sometime in the next few months and the City would have to replace her. She is currently training someone to fill the position.

Mayor Jungar reported a publicity company has contacted him. For $19,000 they will publicize the City of Raymond. Mayor Jungar stated he advised the company that he would bring it before the council. After some discussion, council’s consensus was to decline the offer.

Council Comments

Councilman Farrell asked about the garage sale ordinance. Mayor Jungar stated he had put that aside for a while, but would get it going again. Chief Spoor indicated he has some sample ordinance from other cities that he is reviewing.
