Burton L. Rosgen, 55, of Ocean Park, was arrested for assault in the first degree after stabbing a man in the 25000 block of Vernon Avenue in Ocean Park. The Pacific County Sheriff’s Office arrested Rosgen at the scene and he was transported to Pacific County Jail in South Bend.
Sheriff Scott Johnson talked to the Herald Sunday night and said that Rosgen is beiing held on $500,000 bail. The assault occurred last Tuesday (Oct. 15) at approximatley 5:45 p.m.
Sheriff Johnson said that Rosgen allegedly stabbed a 29-year-old transient from the Ocean Park area named Caleb J. Sheaffer, during a dispute at the above location. Johnson termed the stabbing, “clearly intentional.” Johnson did not know what the dispute was about.
“He had gotten into an argument, which escalated into a physical altercation,” Pacific County Chief Deputy Prosecutor Mark McClain told the Herald. “Mr. Rosgen was head-butted and pulled out a knife. The victim retreated, but Mr. Rosgen went after him and eventually struck the victim in the abdomen. The victim was eventually flown to the hospital and is expected to recover.”
Sheriff Johnson said that Sheaffer was in serious condition, but “he’s not likely to die. It’s a very significant wound. It was life threatening. They (doctors) weren’t sure he’d make it.”
Sheaffer was transported to Ocean Beach Hospital with a severe knife wound to the stomach. Johnson said that Sheaffer “was still getting blood” Sunday night.
Rosgen has a history of getting arrested.
“He’s committed a lot of crime in Oregon,” Johnson said. “He’s someone we’ve had on radar. He has several arrests and has been on our radar for some time.” Johnson added that Rosgen “is living in the Ocean Park area and has been arrested in the Warrenton (Ore.) area.” Some of Rosgen’s arrests includes domestic violence, disorderly conduct, DUI, trespassing, and shoplifting. Rosgen’s arrests date back to 2008 to earlier this month.
