The Winlock School Board met on Wednesday, February 15 at 5:00 p.m. to work with Education Service District (ESD) 113. ESD helps school districts by pooling resources, provides essential services for school districts and in this case, helps identify what could be done in the budget shortfall that is happening.
The Winlock School District is expected to be in the negative at the end of the 2022-2023 school year. Expenditures are estimated to exceed revenues by $1,451,525. There is currently $300,000 in the Debt Service Fund that can be transferred to the Capital Projects fund. If all projects are completed, there could be some funding in Capital Projects that could be transferred back,
David Tobin of Long Beach was recently appointed as a Pacific County Commissioner for south county to replace Frank Wolfe who resigned for health reasons. Tobin, who offered his time to be interviewed by the Herald, said he intends to be a candidate in the special election later this year. Tobin joins current Pacific County Commissioners Lisa Olsen and Jerry Doyle.
Tobin, 67, has a very diverse background. He has been married to his wife, Michelle, for 12 years. "Our kids are all grown and on their own (and) most are living in Washington, with two living in Oregon," Tobin said.
Tobin has a bachelor's degree from Washington State University and a master's degree in educational administration from Seattle Pacific University. Tobin worked for 41 years in education as a teacher, coach, and for the past 29 years as an administrator.
"As an administrator, I spent four years as an athletic director, four years as an assistant principal and 21 years as a principal; the last 14 at Ilwaco High School," Tobin said. "I am excited about serving the people of Pacific County in my new role as county commissioner. While I know that serving as a county commissioner is certainly different from educational administration, I am finding that there are many similarities."
