The independent, double-blind process took place April 21-25, and produced ordered lists of applicants that the agency will use to continue its retail licensing process. If an applicant is within the maximum allotted number of stores allotted for that jurisdiction but fails to pass the licensing process, the The WSCLB will withdraw the application and move to the next license application on the list.
In Pacific County, the authorization was two at-large retail stores with Harold Jeffery Norris with a Raymond, Port of Willapa Harbor address, selected first. Best Bud Shop of South Bend, also in a Port property, was second. Rounding out the top five for Pacific County will be Natural Harvest, South Bend; Gertrude Leona Norris, Raymond, and Cannabliss, Chinook.
In Pacific County, 19 retail outlet business were selected.
With several municipalities still working through their City Ordinance Zoning and Resolutions for the new marijuana business, selection of location is no guarantee that the stores will be open after the official Washington State retail license is granted starting in July.
If everything runs smooth for those selected, as soon as retail licenses are granted retail marijuana stores will begin opening.
Further news from the state Liquor Control Board is a move to restrict on-line sales and home delivery of Recreational Marijuana.
With the practice of home delivery a common event in the Medical marijuana industry, the Control Board decided that it did not want Recreational Marijuana to follow the same path to ensure verification of individuals purchasing from recreational retail stores. Currently Colorado holds the same view as delivery services for Recreational Marijuana are not allowed.

Earlier last week applicants were notified of their standing on each ranked-ordered list produced by 75 lotteries.
The agency has begun processing the retail applications. Licensing staff will continue to process producer, processor and retailer simultaneously. As of April 30, the WSLCB has issued 25 producer and processor licenses. The agency expects to begin issuing retail licenses no later than the first week of July.
Jurisdictions Requiring a Lottery
The agency contracted with the Social and Economic Sciences Research Center of Washington State University and the accounting firm for Washington’s Lottery, Kraght-Snell of Seattle, to independently produce rank-ordered lists of applicants in each jurisdiction where a lottery is necessary. Being identified as the apparent successful applicant is not a guarantee that the selected applicant will receive a license. There are multiple requirements for licensure such as the applicant must pass a criminal history and financial investigation as well as have a location that is not within 1,000 feet of a school, park or other area specified by Initiative 502 as places where children congregate.
